Webinar: How The Energy Utilities Board Makes Decisions That Affect All Of Us

The New Brunswick Energy and Utilities Board (EUB) regulates aspects of electricity and natural gas utilities as well as motor carriers, to ensure that customers receive safe and reliable service at just and reasonable rates. In addition, the Board sets weekly retail prices for petroleum products sold within the province. This webinar will help you understand how the EUB works and contextualize its current mandate within the broader context of climate change and the global shift to a more efficient and renewably-powered system that powers our lives.

Louise Comeau, the Conservation Council’s Director of Climate Change and Energy Solutions will moderate the panel of EUB and Public Advocate experts. Our panelists are:

Kathleen Mitchell has been Chief Clerk at the New Brunswick Energy Utilities Board for seven years. As Chief Clerk, she manages the regulatory filings, distributing Board communications to the public and plays an important role in the development and implementation of the Board’s rules of Procedure. Kathleen holds an MBA with specialization in data analytics.

Dave Young is Manager of Regulatory Services responsible for ensuring Board members have the evidence they need to arrive at a decision. As a consequence, he directs the review of evidence for hearings as well as energy market monitoring and analysis done by Board staff. A former reporter, Dave joined the Board in 2006 as a Regulatory Advisor. Dave has degrees in Economics as well as biology and journalism.

Heather Black is New Brunswick’s Public Intervener, a role focused on advocating on behalf of the public interest in matters before the Energy and Utilities Board.  Black obtained her bachelor of business administration and bachelor of laws from the University of New Brunswick.  She has been in her current role as Public Intervener for the past seven years after having spent 13 years in private practice. Black is also a director and trustee of the New Brunswick Law Foundation and a volunteer with the Law Society of New Brunswick’s annual bar admission course.
